According to the handwritten notes on the back of this photo, it shows Elmer Bullock at 3 months and 10 days of age, when he weighed 17 pounds:

This one has no date or other information beyond the name.

I'm guessing he looks about nine years old here, which would mean this photo was taken around 1912.
And here he is as a young man. Again, no date on the photo.

Rather difficult to judge his age in this one. Early twenties, maybe? That would put the photo in the mid-1920s. I don't see anything fashion-wise to negate that, but then I'm even worse at dating men's fashions than women's.
…But what, you ask, has Elmer got to do with the county courthouse? — only this:
